an alcohol vendor that sells alcohol to be consumed elsewhere.
Type: 2. Preservation — The use of off-sale is a Commonwealth phenomenon (see Chart 1), with the US not using that term. In the North American context, see Chart 2, the term is a Type 2 Canadianism (Preservation from British English), though Type 5 (Frequency) would apply as well.
In spoken language, see the 2020 quotation, off-sale is used as a stand-alone noun.

As a legal term, as in an off-sale license, the term also exists in the US.

1989
The Hotel Association of Saskatchewan has asked council support in its bid to have off sale beer prices set competitively with the Liquor Board rates: be permitted to sell spirits as off sale and have the liquor consumption tax reduced.
